May not be a complete scam, but seems likely the license/software is hacked somehow.

How so? They are listed on Microsoft's site as a Microsoft partner:

Well, Mycodes24 website was created on May 8, 2023. If you look at their Contact Us page here - https://mycodes24.com/home/contact-mycodes24/ you will see that it is very strange looking address with numbers 208 and 9515 before the city. Very weird looking address for United States.

Then on the same page you will time display which is in 24H format which is used in Europe:

Also on the second image it shows Trustpilot logo. There is no information on the Trustpilot website about Mycodes24 company:

Then I put some product in the cart and went to checkout and what do I see in terms of payment options?

You see Coinbase, NihaoPay, PayTR, and Payrexx. 

Also, there is identical deal happening on CNet website now through StackSocial:

You are basically correct. They are selling VLKs and used product keys.

Fear not sons of larry, all is good, my own foolishness and lack of understanding leading to frustration.

It all works fine, you get your key and download, no issues with install or authorization, works just like a new one.

As to whether it is legit or not, I'd personally go with legit.

I'm even going back for a couple of Windows 11 Pro for 27 bucks a piece. 👍

There are a companies that scarf up OEM releases then resell them, that is nothing new. Not sure about this company specifically though, but it does have a few weird things about it for sure. Many companies incorporate in Delaware (nothing new there either), but as far as a "physical location" listed in Delaware with a Texas phone number comes across as a fly-by-night operation. Delaware requires a representative in-state (there are hosts who literally represent hundreds of companies as the in-state "representative"), so made me wonder if that embedded map is the rep location.

I used one of these websites once for Office. It stopped working after 2 years and on contacting MS they told me the serial was pirated. Hmmm.

YMMV, but never again.

Install it on VMware Virtual machine with Windows on it.. then you could copy the snapshot to any computer and it's "sandboxed" inside a virtual machine!
