Song meter setting only sets for first few measures then returns to 4/4 ...

Setting the meter to anything other than 4/4 results in 7 measures of set meter, then return to 4/4 (on new project and in setting within project at start).

Is this a bug?

Menu View > Meter/Key - anything listed at measure 7 (or where ever it returns to 4/4)

Yes, starting measure 8 it had 4/4 again.  I delete and things stay at my defined meter setting.

Nope, not a bug. Pilot error.

Your starting template had a meter change inserted at or around measure 8 and then saved.

This is why it is super important to slowly learn your way around Cakewalks interface and features. 
Overtime you will know exactly where to look when things like this happen. 

Take some time every day to open a few menus with the help module open.  Poking around is how I learned. Reading the manual is also good but finding stuff in 1,958 pages is a task.
