How to Pitch a Clip and have it stay in time with the project tempo?

How to Pitch a Clip and have it stay in time with the project tempo? Would Melodyne be a better choice than the default loop features?
Time 4:4   Project Tempo  67.00

The audio is a classical Guitar,  experimenting with changing multiple clips pitch,  chromatically.

A clip that will be pitched to different notes is not matching the Project tempo.
1) If the clip is looped it doubles in size
2) If Time Stretched and Pitched,  it changes the tempo of the clip.

when groove clipping it, you need to be sure to set the number of beats in the clip to get it to be the size you want.
