I personally would suggest just using your ears for this task and manually tweaking note start times, durations and pitches.

XPand! 2 Is great, but I also use Roland SCVA for my bread and butter sounds. I consider it to be a great upgrade to TTS-1 and is compatible with most of the MIDIs I had previously written out of the box with little extra routing/setup/editing.

The Palette Symphonic Sketchpad library is great for a starter library, however, I am looking for ways to expand the library in ways the brush packs couldn't. Namely, I am looking for a fine concert Harpsichord and Celesta. Some world instruments like a Pan Flute/Quena would be great too.

Yes, XPand!2 is a very good investment. I'd been able to find my preferred sounds fairly quickly with it.
