Why not just grab the EA release from this forum, and download directly to the D:/ drive, and install it specifying the D:/ drive. This sounds like a ton of monkey motion.
Oh, and it's time for a new hard drive if not a new computer . With only a 28GB system drive, I have to wonder what the rest of the system spec is.
By the way, if the external D drive is not an SSD...I bet you are going to struggle with performance if your workload is heavy at all.

Click advanced in the installer when it offers you "Basic".
when you run the installer point everything at D:\cakewalk, then break out the various folders (D:\cakewalk\vstplugins etc)

Disable AIO IN 1 on the top and see what happens. All existing drivers have to unload before the new one an be utilized. No fair having a different driver for IN and for OUT.

If you never got the SSO (like I didn’t) then they still may be able to find your serial #. They can’t Create access though. I just went through that and thought I was borked. Fortunately I was able to find the installer within an old off line backup

Midi set right? Should have Console, I/O and Fantom enabled in and out. Don't enable ARX if you don't have a card installed. V-Link and DV7 are not needed if you dont use them...
or is it the problem that they dont even show up in the Midi menu to be enabled?

The lowest load practical is to run in Safe mode with drivers loaded. Whether that will mess up your signal chain to OBS or not - I dunno. OBS is on a different system here. If you're running out of RAM trying to hit a core functionality of a system, you really need to consider adding RAM to that system. Turning off unused services is about as good as it gets, I think.

So the computer and VS-700 thinks the drivers are OK. All the DIP switches on the back of the console need to be down- double check that first. Connection is a USB from PeeCee to Rack unit, and the special cable from Rack Unit to console.
Turn everything off - computer, rack and console. Go grab a drink of water. Now go back to the console, turn it on first. Count 10 Mississippis, turn on Rack unit. Count another 10 Mississippis, now boot the PC. I had trouble with mine if I don't boot everything in the correct order.
Good luck....but I don't think its the driver. Driver problems make the Console light blink on the rack unit.
