Have you tried doing a reset then a scan? (in Preferences - File - VST Settings)
If that does not work, can you give the name of a specific VST3 plugin that does not appear?- 2

You are probably better off editing, then exporting just that portion of the video using a dedicated video editor..- 2

I am going to go out on a limb here and speculate that Cakewalk by Bandlab 2023.09 Build 75 will stop working sometime between 6 months and 2 years after the release of Sonar (which itself is unknown).
As to the definitive and precise date - I don’t think even the bakers themselves know that one yet.- 2

Note: On their previous versions, on my PC and another here, Korg Software Pass would show the GUI for about half a second. Then it would close without displaying anything further or any error message.
It was due to an incomparability between Korg Software Pass and the latest Microsoft Vdist Runtimes.

Open Device Manager, drill down to “Universal Serial Bus Controllers”, Open up Properties for anything that has “Root Hub” in the name, then in the “Power Management” tab , deselect “Allow Windows to turn off devices to save power”.
Also, if you must connect your USB devices via a USB hub, then make sure that USB hub has its own power supply. -
I use “RechannelMIDI=1” in the “Cakewalk.ini” file. (Preferences - File - Initialisation File (Advanced))
Then, when I bounce MIDI clips, the MIDI channels of all MIDI events in the resultant clips will change the match the MIDI channel of the MIDI track they are in.
Of course, for this to work, your MIDI tracks need to be set to specific MIDI channels, rather than “None”. -

CC11 operate within the maximum Master Volume level established by CC7, so to some extent you can compensate for a limited range of CC11 by raising/lowering the Master Volume. I would have thought, with both items being from the sane manufacture, that this combination would be fine.
To the OP:
You say you’re only getting 60% to 100%.
Are you able to use MIDI monitoring software to see what the M-Audio Hammer 88 is actually transmitting when moving the expression pedal?
I use the free utility ShowMIDI for this.
This can run in standalone or as a VST and will show you what the M-Audio Hammer 88 is actually transmitting when moving the expression pedal.

The only version of Cakewalk by Bandlab that will activate is CbB 2023.9 Build 75.
Any version prior to this will not activate as these version will try to connect to the old activation server.
The installer for CbB 2023.9 Build 75 is “Cakewalk_by_BandLab_Setup_29.09.0.075.exe”. You can’t see the extension on your list because your Windows is configured not to display them. (On mine, they do)
You might as well delete the installers for earlier versions as they will not activate.
It will be quite a while before CbB 2023.9 Build 75 will cease to activate. Even after Sonar is released, CbB 2023.9 Build 75 will still activate for some time yet. This is to give people time to transition.- 1

Have you checked the output level of your Hardware Output channel strip has not changed.
Maybe reinstall the drivers for your audio interface? -

Doubling the Ram would only help if you are actually hitting the ram ceiling.

How many tracks in the project?
What happens if you disable the “video file playing”? -
Are you noticing any performance issues? Is every thing running fine. No drop outs or anything like that.
temperatures ok?
This could even be a bug in the Windows 10/11 task manager. -

According to the VST Setting dialogue box, setting this option hides VST2 plugins. However, the OP says that it’s the VST3 iterations that are not showing up.
