Will One-Time Payment Fees Be A Thing

I don't feel comfortable signing up for any subscription tiers, as my financial situation is as stable as a hut in the San Andreas fault. I would like there to be a 1-time fee for each tier with upgrade options available, so I could focus on saving up, and not having to worry about it afterwards.

It was said a while back that one-time purchase fees aren't available "at this time" which implies that it might be in the future. I'd want to know for sure if it will be, and when.
