i think around Windows 95 time frame ? there's really only a few restricted ASCII characters and you only start to experience weirdness when you are trying to use [Windows] unsupported Unicode or double-byte languages. it used to be a coolness factor to using "invisible" [unprintable] characters in file names, passwords, and text... not so much if you value your workflow organization.
