I'm sorry I didn't respond sooner.  I was offline for some time.

My Dell laptop has Windows 7 Home 64 bit.  I'm not finding the path you provided.

I pasted and extracted the jsb4wun0.zip folder to the Cakewalk Themes folder containing the easyeyes theme.  I pasted the png file into the easyeyes folder and inside the folder.  No difference.

I'm sure I'm not placing the file in the correct location but I'm not sure how to proceed.

(i dont know if win 7 "work" the same as win 10 but,in windows explorer at the top right there is (option)option folders-

on there check "show hiden folders..)

try to find this and come back if you dont find it..

it's not because it's work on my computer,that it will work on another computer due to file-location

I like to see multiple meters clearly at a glance, so I'm not a big fan off the off-white  on grey in the Track View.  But the light blue CV color stands out nicely.
