Scrolling Dead Spots Over Effects Bins

I use the mouse wheel a lot to scroll track view.

It seems dead spots have been created over the effects bins.

If my mouse is over top of an effects bin the mouse wheel scroll won't work.

Could those dead spots be activated so the scroll wheel will work while over top of them?

It is not a dead spot; the mouse wheel scrolls the FX racks.

Add a bunch of FX to the Rack and see what happens.

It is then useful that way, scrolling effects is contextually better than the track view in that area.

I seem to have a habit of scrolling in that vertical column.

But I can see why it is better the way it is.
