I believe that scook responded to a Cakewalk forum thread on meter options with a proposal similar to yours in final days before Gibson shutdown Cakewalk in November 2017.

This really sucks. If they could at least make a way to keep the current flyout open while you make several changes, that would be good enough for me.

The new "Cakewalk Assist" search feature (CTRL+/) allows you to build 'custom' menus to see/change various options all in one window. Example: To see/change all your meter options press CTRL+/ then type 'meter option' in the search box - and poof!:
