shut down after plug in

I am learning to select effects.  Cakewalk closes each time I select and add a plug in.

Example:

Console screen, scroll up > click + to add effect > follow menu to PITCH SHIFT > enter > screen waits a moment, then closes CW.

What can I do  differently?

Not sure what the motivation is for re-install but

User data is not affected by uninstalling the DAW. This includes not only your projects and their associated audio, but stuff like the DAW configuration files in the user directory too.

Different browsers? seriously?  How that could possibly have anything to do with it is beyond me.

I'd recommend re-installing the latest VC++ redists, which both CbB and many other plugins rely on:
 

After installing the bundle that Noel links to, you could also try installing the latest one from Microsoft:

Make sure nothing else is running when you install these... you may also need to restart your PC after installing.

That sounds like you're using Bandlab, the web application, not Cakewalk by Bandlab.

mmm, ok... it says cakewalk when I open it.

It's definitely 3rd party but the name is too generic to be meaningful to me. 

The image in your post looks like a pitch shifter that came from the Sony Creative line MAGIX bought years ago (Sound Forge).

IIRC, those don't all play well in CbB.
