Which DAW you use is irrelevant. You need (any) Pultec EQ -> (any) LA-2A type compressor that has the frequency adjust knob at the bottom -> (any) Pulteq EQ. Cakewalk doesn't come with any of them.

I can tell you that the T-Racks LA-2A doesn't have that knob, neither does the Overload Gem Comp LA. The Waves one does.

If you have your old SONAR Platinum installed, the Nomad Factory comes with a suitable PulTec emulator (Program EQ) and the CA-2A Leveler may get you close (there's no frequency knob, but it may be good enough).

The CA-2A's frequency control is between the Limit/Compress and the Gain knob:
