Yeah it's definitely been free a few times. I already had it, but not sure if I've got it installed on my current DAW.

Sometimes I just claim them in case it's useful down the track. In this case it may even be if they remove codemeter.  I've had that installed on my other system before and it never caused any issues though. Not that I like it or anything, but what it does isn't uncommon for plugins etc. these days. Lots of them are more invasive than they need to be.
