I think this was removed a long time ago - the default (and only) behavior is per-project audio folders.

It used to be under Preferences > File > Audio Data > [x] Use per-project audio folders, and I've confirmed it is there in SONAR X2.

Audio folders

By default, Sonar stores audio data in an \Audio subfolder on a per-project basis. If you don’t immediately name a new project, audio data will temporarily be stored in a special folder called the Global Audio Folder, the location of which is listed in the Global Audio Folder field in Edit > Preferences > File - Audio Data.

also, if you're creating a New project from the file menu, you have the option to set a different folder for the audio, and in the back process under the consolidation options, choose a folder.
