Not retaining my preferences.

•    Dell Precision
•    1 TB Solid State M.2 Hard Drive
•    3 4TB Solid State Hard Drives 
•    8 Core i9-9900k CPU 3.60GHz
•    Ram 128 GB 
•    Windows 11 Pro 64 Bit 
•    Focusrite Scarlett 18i20 3rd Generation
•    MOTU micro express

@Michael Heavner Its clearly noted that the record settings are per project settings. Changing it in the preferences will have no permanent effect unless you save your project. In your video you cancelled the save so of course it will not retain any changes you made.
This is not a bug - its how the application is designed to work.

Cakewalk, Sonar, Sonar Platinum, and Cakewalk by Bandlab have always saved those preference settings. If your save theory were true, then my saved template you saw in the video would reflect the saved preferences, yes? I  appreciate your reply and help. And my apologies for cross-posting, Sir. It's not a theory , all our applications work identically with project settings. You have to save the project file for the setting to be saved as part of the project or template. This is why its listed in preferences under "Project".
You can read this in the help here.

Then look at the video I just uploaded. I am only trying to help and receive help. I just wanted to let you know that I am not looking to argue. I have used Cakewalk since 1989. I believe I know a thing or two about your DAW.

Yep. And it’s been like that forever.  How do I know ? Because it used to drive me crazy until it became muscle memory to change it early in the project or use one of my templates that I’ve made.
