Actually, where can I find the documentation? When I press Help = Documentation, I'm taken to http://legacy.cakewalk.com/Documentation/help.aspx?hid=0x184C5&prod=CakewalkSonar&lid=3, where I cannot seem to find Oversampling.

Am I missing something here?

 And after downloading, search for "upsampling", and not "oversampling". I think they've changed the naming since that PDF was written.

Ah, you're right. I mistakenly looked at the 2022 version, not the 2024 version.

Yes, I upgraded from free to paid and can access the oversampling now. And thanks to Bristol Jonsie I can get the help I do desperately need.

Oh thanks Max, it took awhile to notice the icon sitting there. 

So the plugins have to be individually enabled, then a project enable/disable will activate/deactivate them from what I understand.

Yes unless the plugin has its dithering  option. Sand plug-ins can be set by a default. Some plug-ins are turned on all the time by default
