E-Mu user groups since then used to have a contributed ins file that included definitions for all of the P2K Sound ROMs. Not sure if newer E-Mu user groups archived those, but they are available. Also, there are some P2K / Command Station editor / librarians that can generate *.ins files--useful for User Banks.
