Don't get me wrong.  I realize this is one of the basic things.  I'm pushing 60 (yeah, I used that as an out....).

For the life of me, I can't get the metronome to work.  Audio is what I want.  Midi metronome is a last resort.

It sets up a Metronome track fine.  I've enabled play met on record and playback.  Nothing.

What is the proper way to test this?

You are using the latest release of Cakewalk by BandLab?
Metronome should work out of the box assuming that audio playback is working. Are you using ASIO or WASAPI?
Click the metronome icon on the toolbar and verify it is set up like this - see screenshot.
Make sure the output is pointing to a valid bus in your project. By default its assigned to the "Metronome" bus.

Hi -  I just test this out ( I think this is what you want):

(even thought I'm a bit late)

Open a new project (basic)

Set your audio to none (it will change once you start recording)

Turn you input fader down

Go to the page for preferences (as shown by Noel above)

Click the "playback box", "count in" to "0" measures

set you tempo

Arm your track for record, type "r" on keyboard.  Recording should start.  Let this record for about 4 and 1/2 measures.  Then stop.

Go to your track and select measure 1 thru 4, set your loop (for 4 measures)

Once loop selected, hit play.   Transport should loop through the 4 measures and the "Metronome"  should be clicking

 

If this is not what you are trying to accomplish - oops, sorry

So I have a new project set up.  I have Superior Drummer working with Cakewalk with my old Roland R-70 as an input.
Now, I want the metronome to work, and I know I am doing something wrong, but I can't figure it out.

Can you check if the metronome samples are installed here: 
C:\Cakewalk Content\Cakewalk Core\Metronome

And to verify the obvious - can you hear audio playing through the same bus if you insert some audio on a track and assign the output to the same bus that the metronome is using?

Yes, Noel.  I re-registered the dll per your instruction, using Administrative privileges in Powershell.

Worked like a champ.
