When you create a track 1 (e.g. using TTS-1), put some MIDI notes in there and then add a Bus "D" (which outputs then to Master).  

Then set the outout of that track 1 to  Bus "D".  

Then SOLO the Bus "D"

Play back; You hear the output of TTS-1

Then freeze track 1.

=> the created waveform is pure silence, although its routed to Bus "D" which is SOLO and although playback works for it...

Hmmm... indeed, I can confirm this issue. Did a quick test in ye olde SONAR Platinum 17.10, and it worked as expected there. Not sure  how long ago this got broken in CbB, but probably not just the most recent release.

Yes, I also noted the soloing the instrument allowed it to freeze properly, but it shouldn't be necessary. As noted, freezing with the instrument outputting to a a soloed bus worked in the last release of Platinum.

I can repro this issue, but unfortunately the ship has sailed for CbB, so it'll have to be fixed in Sonar.

In the meantime, make sure both the track and bus are solo'd.
