What are some MIDI controls to turn off that would be changing a patch?
After setting all 16 channels to be unique patches, on playback Immediately some of the patched on channel 3 and 6 default to a different patch.

MIDI Channel 6
all the the notes are channel 6

On Play, the channel stays the same (6) but hte patch (sound) changed to a different instrument.

TRIED:
Pref > Zero controllers = off
MIDI Exclusive = off

Is this a midi track you created or download midi?

The track inspector/ header midi bank and patch setting dialogue boxes over rules any patches set in an instrument GUI. 

Is that where you set up the patches or was it the GUI?  
 

Download midi files often have the PG events in the tracks so as said above look in the event list for those. 
I’ve run into tracks that I can’t see the PG info for some reason and the solution was to split and delete the very start of the track just before the first note. That was rare

It's an older personal project, but was experimenting with Roland GR-1 MIDI at the time. I just need to salvage the MIDI and none of the Patch or Event change data.
CC-1 i think is volume.

Maybe they're using the same channels?
If they use the same synth (which it would seem to be since you were using 1 instrument before) and the same channel, the sound wound be the same patch.
At least in the old days it would be.
