Missing Drop Down Lists

Hi all, this one's baffling me, but it doesn't take much to do that. I'm going through the *.MID files that I created on my old Yamaha PSR-SQ16 synth/sequencer in the 90s.

When I open them in CbB, in almost all of them I have the ability to assign a MIDI bank and patch, but in the occasional one or two I don't (see photos).

Is there a setting I've missed somewhere?

Any time a documented feature is missing the first thing to check is the workspace setting.

If the workspace is not loading the "Track Control Manager" then the check the track control dropdown immediately above the track headers in the track view
