How to combine notes in the step sequencer?

In older versions of sonar I could combine step sequencer notes by holding CTRL while clicking and dragging. That doesn't seem to work anymore, is there a new way to do this?

Here is an example of creating and merging steps in CbB. Each time after the steps are created CTRL+click-drag is used to merge the steps
