What determines multiple midi inputs?

How to assign multiple midi inputs?
Sometimes all the check-boxes are "on", sometimes not.

I don't believe that it's normal to see them all checked. I can only check one input at a time.

Checking the "All Inputs" box should make all midi inputs active.

That's very odd. I tried but I cannot get all the inputs showing a check mark like your screen shot. Even if you choose ALL INPUTS.  Must be one of those hidden toggles.

yea, it only happens sometimes and it can be useful to have more than one source access the plugin. If they are all checked on and I check a specific plugin, all the other check-boxes disappear.

I've seen this behavior off-and-on since X1 days. Also on audio tracks.

Something inside the box is going goofy. Seems  to be only visual and not functional, tho, as only one input can actually be selected.
