Uninstall is better than simply removing the dll if the plug-in has an installer and the intent is to remove the plug-in from the PC.

An uninstall will not remove files modified by the user and registry entries but usually deletes more than just the dll.

I haven’t looked yet but wondering is the uninstall from control panel cake, or a dll specific icon in a unique folder?

If a plug-in has an installer, it should show up in the Apps section of Windows 10 Settings

Older Windows version had it in the Control Panel - Programs and Features section

 

Regardless of how a VST plug-in is removed the CbB VST scanner needs to run so the VST Inventory in the registry gets updated.
