Z3ta+2 is still downloadable for those with a legal licence from before Cakewalk was transferred to Bandlab, and it does install perfectly well on Windows 11. I’ve done it several times on a number of computers that I own. Unfortunately, without that legal licence and a purchase history, it’s not legally available.
