Still having this problem. To confirm what others are saying, if I remove all instances of Steinberg's HALion, the issue disappears. I'm running a very new installation of Windows 10, full updated with very little else installed.

I have also started to suffer with this problem, seemingly after updating to the latest iteration of Windows. I'm going to keep experimenting and will report back if I find a fix.
