me? i haven't used the cbb, so i'd go for sonar, with which i spent almost 20 happy years, assuming you mean the pre-sub badland version... in the interest of non-bias there are other daws available (ibtl)
bear in mind that the free version won't last much longer

It is still considered the best mp3 encoder. This pair once setup is super fast, easy to use and free. This only makes mp3s. It doesn’t do other stuff. Quick media converter does a ton of stuff. It even has codecs for some phone formats. I use both. If it’s just audio I usually tend to use RazorLame.

this ^^^ export as wav, check it's ok
then pop it through razorlame, finish it off with mp3tag for metadata 👍

32 for internal processing (all the maths are more accurate, especially with mixing and plugins) but 24 max for export, nothing/nobody consumes audio higher than 24
