It seems it’s really Sonar with a bunch of plug ins missing. Plug ins are not an issue really because there’s enough free stuff out there to make anyone happy.
The software is a huge improvement and has many features that Cakewalk doesn’t have.Concrete Limiter was a paid add-on

Which file? The project? Did you try setting your AV to not scan .cwp files?

I run Sonar offline and can attest that it works well offline and that the offline authorization procedure works well.

If I freeze a Kontakt instance and it has 10 midi tracks associated with it, then all the midi tracks associated with that Kontakt instance freeze. That is how it has always worked for me and still does.

It seems that I was a bit hasty. After removing the plugin I was able to carry on working in Sonar but after saving and re opening the next day, same thing. Sonar states "project successfully loaded" and then the program disappears and I'm back to the desktop. No message, no dialog box.
Once again though, it opens perfectly in CBL.
Did you send your project in to Noel/Cakewalk as was suggested?

Also, if I make other changes in Preferences / Configuration / Display, they are saved and are reflected the next time I open Sonar - only Tooltips are not (and even so, the box is checked, they just don't work until unchecking and then checking again).
Make sure no files are set to read-only in "yourusername\AppData\Roaming\Cakewalk\Sonar"

I've seen this happen with other software programs particularly if a user opens a program, changes a setting and then exits the program. The program closes without updating settings because just changing a setting is not considered as a change. The program is looking for a change in content data. For example in addition to changing the setting the user could change screens, move the cursor to a different place on the timeline, enable the metronome, add a track. Something that tells the program work has been performed during this session.
Or his prefs file is set to read-only.
