seems like they are backed up, I purchased the focusrite console via paypal overtwo  hours ago and the PP transaction hasen't been processed by PIA and the plug in hasen't landed in my account yet

Did you finalize the transaction?  Once you've complete Paypal it takes you
back to PA, where you have to hit "Submit Order" and the process is instantaneous,
and the plugin is added to your account.
