Hardware synths connected via USB loses sound when Cakewalk started (Solved)

I have had this issue with Sonar and the Bandlab version.  I have a Moog Sub37 and Behringer UBXA connected to my PC via USB, and when I start Cakewalk, I lose sound from both synths.  The only way I can get sound back is by doing a factory reset on each synth.  It seems like Sonar is sending some kind of MIDI command on startup that is doing this, but I can't find anything in the preferences that would suggest this or provide a way to turn it off.  Does anyone have any idea what could be going on? I am using Windows 11.

Apparently, per this post in 2022, no one was able to provide a solution.  I really hope this is not the case today: https://discuss.cakewalk.com/topic/52862-midi-info-sent-by-cakewalk-on-startup/

Update 2:

I edited the TTSSEQ.ini file in my /Users/[my username]/AppData/Roaming/Cakewalk/Sonar/ by adding:

SendLocalOff=0
SendLocalOn=1

and this did not fix the issue.  

Update 3:

The actual directory of the configuration file in use is: /Users/[my username]/AppData/Roaming/Cakewalk/Cakewalk Core/.  I did the addition there and it worked like a charm.
