Mono and Stereo Audio Issues

I've been struggling to find any information related to converting mono audio tracks to stereo or vice versa, currently running into the problem that panning my audio tracks only turns down the volume. I assume this is because I'm monitoring in mono but the track is definitely recorded in stereo, it's not a hardware issue because my master bus pans normally but I can't seem to find any setting or indication that the master bus is set up differently. Has anyone found a setting that will convert mono to stereo?

Those screenshots are from Sonar not Next. 
 

I don’t see anything in the manual about bouncing to stereo. But if there’s any effects on a mono track it will output stereo.

In Sonar, if you right click a stereo clip you can convert it to mono. If you right-click a mono clip you can convert it to stereo. If you bounce a stereo audio track you have the option of bouncing it to a mono track, a stereo track, or split mono where the left and right sides of a stereo audio track would be on separate audio tracks.
