Shift key not locking in time when dragging clips from one track to another

Shift will constrain either vertical or horizontal movement, depending on which axis the user drags on first.

Is it possible that due to mouse sensitivity or whatever that the clips are being knocked a bit to the left or right before being dragged downward?

Also when I re-enabled Snap aferwards rather than showing snap at a measure where I had left it, the resolution field was blank:

Something fishy going on.

 

This is the same behavior that I'm seeing.
