Yes the time grid defaults to -active -   : Often the first thing I do is set to -inactive- and then everything is fully  moveable : I wish there was a way to save as a  default setting.

I agree with the others who said to check your settings and maybe read up on Melodyne. If you want another tool though, I find Graillon by Auburn Sound works well for a free plugin.
