Want new measure down beat marker while using same tempo

 I wrote with a similar question last year only I was also trying to change the tempo at the same time.  Hopefully, this is easier to do.

 

I have song that has a tempo of 90 bpm throughout the whole tune.  

I like to  navigate quickly through my songs with Ctrl-PgDn and Ctrl-PgUp as well as moving from marker to marker.  The problem arises when there's a tempo or measure change that moves from the original downbeat later on in the song.

If I Ctrl-PgUp from the beginning the stops are at 00:00, 02:20, 05:10, 08:00, 10:20, 13:10, 16:00, 18:20, 21:10,  etc...

I would like to then insert a new measure beat reset at 17:10:

That is where I want to reset the Ctrl-Up arrow behavior to advance to my new beat instead of 18:20 like before.  I would think it would now be something like 19:40 .  It keeps going to 18:20 so I'm sure I'm doing something wrong that's probably simple to fix.
