Quantize bug?

I have used Cakewalk/Sonar since the early 90s (DOS), and I've setup Cakewalk Next for my 10 year old daughter to get her started on music creation. The quantize feature has me stumped at the moment. I record a keyboard part to a MIDI instrument track. I then go to the Piano Roll and select all of the notes I recorded.  In the right pane, I choose "Inspect" to show the quantize dialog. I select the quantize resolution I want next to where it says "Amount" (1/16 note in this case). I then press the "Quantize" button. Sometimes it quantizes to 16ths. Other times to 8ths, quarters, or even half notes. If I then undo the quantize and try a different resolution, it always quantizes to the same resolution it did the last time. If it ended up being 16th notes, I can set it to whole notes and it still quantizes to 16th notes. Is there something I am missing?
