bug? Posting Window Using Chrome

When posting I've been getting this window for some time now:

Looks like the window isn't loading all the way.  Is this a Chrome thing, bug, or setting somewhere?

Ctrl f5 should sort it, looks like a css/js thing is missing

Thanks, I researched several reset routines, but none fix it in Chrome.  Since Edge doesn't exhibit the behavior it's most likely a hiccup between Chrome and forum software.

Today the window opened normally when I posted in another thread.  Then I watched it switch to this broken one before I started typing.  So something's misbehaving.

Maybe this glowing symbol on the lid has something to do with it... ¯\_(ツ)_/¯

Probably explains everything.
