Can I save meter option horizonal in workspace or something else?

I like the horizonal meters better than the vertical.  Is there a way to save the option of horizonal in the workspace or something else?

The default seems to be vertical.  I would also like the 90db range to be my standard setting.

Yes saving a workspace should do that.

@AB9 as @John Vere says you can set these in a Workspace. Either pick one, Workspace, make your changes and save the Workspace, or you can build a custom Workspace for yourself. Just remember if you make a change you must save it.
