where is the list of plugins stored?

I recently discovered plugins for cakewalk like vsts/dlls and i accidentally formatted my hardrive, and in the process lost all vst plugins I had install to it. I went into cakewalk to see if the plugins would still be there, and they were,  so i clicked on and added it to the pedal board area, but it remained greyed out with no pedal popping up. Which means there is probably a list of plugins somewhere it just doesn't have the files to open when requested.

 

Help me out on this one please.
