Press Ctrl + Shift + Esc to open the Task Manager with administrative privileges and stop the process.

Navigate to:
C:\Program Files (x86)\Common Files\PACE\Services\LicenseServices
and delete the folder.

Reinstall the software and check if the issue is resolved.
