It should be registered by it's installer.

If you just have the bare .dll file for it, then if you are comfortable with using he command prompt, you can use the regsvr32 command to attempt to register the dll file.  Further details can be given on that once we know what the complete path to the plugin .dll file is on your system.  

This does not always work to make the plugin or synth function, as it may require the installer to do other things to the system or add additional files or registry entries (all specific to the particular plugin).
