i cant install waves 9.1.0.9 in new sonar. it stucks at the last z-noise plugin. when i install it the same way into sonar platinum, in reaper it scans and works ok

i've been trying to install it into the new sonar for 3 months now. i need only doubler and a couple of other plugins from waves.  the scanning always stops and stucks at the last plugin.  if i , for instance, installed only plugins till enigma of the waves bundle, then when vst scanning it will go till enigma and stuck.    i went to my other os windows 8.1 where i have sonar platinum, i installed this waves bundle the same way, vst-scanned it in sonar platinum and there is no problem. i also downloaded now reaper and tried in it, it also scans and works with no problem.

is it some compatibility issue between this particular waves bundle and the new sonar?
