I've seen some posts here from ~2019-2022 saying there is no native sampler, that it's been requested, and suggesting a few free or cheap plug in samplers.  I also found this page which appears to be from Bandlab and refers to a Sampler function:

How do I use Sampler?

Sampler is an instrument that allows you to create your own 16-pad sound kit by either recording your own sounds, importing your own samples, or selecting from BandLab's massive collection of sample packs.

Each Sampler Kit supports audio files up to 1-minute long. You can customize and save as many Sampler Kits as you want for use in any project, from any device.

Do any of you know where to find the Sampler?  Is it something which needs to be activated in CbB?

Let's clear up your confusion:

There is NO native sampler available in CbB (Cakewalk by Bandlab [the DAW]).

There is a sampler instrument now available in (the new) Sonar 2024-07 [the new version of the DAW] called XSampler, which can [currently] only load one sample at a time as seen HERE.

I believe the article you referenced is for "Bandlab", the [web based] music creation tool, which IMHO, is far from a DAW.

All three things are distinct animals.
