Slide tempo track over two bars - doesn't work with Ripple Edit All

I've tried this multiple ways, including turning on the "ripple edit all" option, but I can't seem to find a way to slide a the tempo track over. 

I have a MIDI file that I've imported (Moondance from FreeMidi.org), and it has a tempo track with a ritardando around bar 124 and a 

I need to add two extra bars to the front to provide space for MIDI sync, control changes and countoff. If I turn Ripple Edit All on and add two bars to the front of the project, with all the options set, everything BUT the tempo track moves over. As I'm doing more gigs with backing tracks (both covers and originals) , this is going to be more important and I'd like to have an efficient way to do this. 

What am I missing? Is there a way to slide over the tempo track?

The easiest way to do this is:

1. From the main menu:  Project -> Insert Time/Measures
2. Ensure "At Time" is 1:01:000, "Insert" is set to 2, and Measures  is checked - make sure all the other checkboxes under "Slide" are also checked.
3. Click OK.

I just did exactly this yesterday. I opened a  song .  The song was starting on a Pick up in measure 0. So I turned on Ripple edit used CTRL A to select all and dragged the whole song 2 measures. The tempo track had changes in the first 2 measures and they followed right along. 
Possibly you didn’t use select all?
