Create 2 tracks from a single stereo track ?

Hello:

Noob here. Is it possible to create two separate tracks from a single stereo track ? I have a 50 year  old recording of Albert King that has tape dropouts on one channel. I would like to copy and paste from the good channel (track) to the other to fill in the dropouts. 

Do I need to import the tracks separately ?

Thank you.  Once I located "Track" very simple ! It's been 20 years since I worked with my software ( Sonic-Core ) so, I'm quite rusty.
