Audio stretch

So if you watch the recording I did. I was trying to time or pitch stretch the 17th audio track, but it didn't do anything. When I try the others it works, but not the 17th audio track. Does this thing have a track limit for stretching? Cause I'm confuse...

Any Cakewalk professionals can help me out what's going on?

That looks like a Groove Clip rather than a plain audio clip. Select the clip and do Clips > Bounce to Clip(s). That'll turn it into just a regular audio clip and it'll allow it to stretch like all the others.
