I believe that they are referring to the fact that you can buy ONE of TWO 25 Euro choices or BOTH being the third tier

That makes no sense. There's TWO libraries to choose from. They probably had a third tier and a third library but decided against it.

Anyway, TIER 2 is mine.

Like sonokinetic so much... and this is another reason, why... they try help....   same as sonuscore - i hope it will do early donation spring too... / or you can support country directly via Red Cross

 I prefer to donate to an organization designed for such things instead of getting products for a certain amount.  Too many middle men.

I live in Turkey. Earthquake affected 10 cities in the Turkey.

Erathquake completely destroy 105.000 buildings.   There are 40,000 people dead so far. There are still many dead under the rubble.  300,000 buildings are uninhabitable. 12 million people were affected by this earthquake.
