I'm having this issue and its super frustrating, whenever I use the smart grid in the piano roll, the size of the grid never changes, when whenever I change the size of the note, the smart grid turns itself off. If anyone can tell me how to fix this issue, please do.

I think a picture or video of what you are seeing could be helpful. It is also useful to note that the PRV has its own on/off and snap settings. Maybe this is affecting what your seeing?

If you look at the documentation it does mention something about the smartgrid setting changing when you zoom.

Well, I managed to fix the problem on my own, It was because the piano roll grid resolution wasn't set to copy the size of the notes im placing. Unfortunatly, I have no screen recorder that doesn't destroy my cpu.
