I’m not quite sure the best way to describe this, so here goes…

When moving audio or midi clips around a track, is it possible so that when you move one clip up to another clip the clip you are moving stops when it touches the start or end the another clip.

You can turn on clips as landmark in the snap settings. It won't stop the clip you're moving, but you'll feel it snap onto the top of the other clip. 

Edit>Preferences>Snap to Grid

And of course, make sure Snap to grid is turned on (N is the shortcut)

Note that Landmarks apply across all tracks so it will also snap to boundaries of other clips in the project if there are any between the current position and the target. Also to get the end of a clip to snap the to the start of another, you need to be grabbing the clip somewhere to the right of center. And you might want to temporarily disable the musical snap button when enabling Landmarks.
