Does the dino-discount coupon allow holders to get the full version (which is upgradable) at nearly the same price as the 15 Nov Legacy version  (which doesn't have an upgrade path other than buying the new one as a new purchase when it comes out)?

It's a $50 off the $199 price at u-he, so that makes it $149. But that deal's only available for another day, so it's gone forever on the 15th! You can get the Zebra Legacy on the 15th for $99, but without any upgrade path to Zebra 3 when it is released. The only advantage to getting it now is the $30 upgrade to Zebra 3.
